Measuring fly line weight in grains per foot is simple: weigh it on scale and divide by its length. With an accurate scale, there is little possibility for error. (Show me.)
Depending on your desired level of accuracy, measuring diameter can be more challenging -- partly because few sink tips are completely uniform along their length and partly because there is often at least some taper near the fly end. The calipers method requires less setup, but the Archimedes' principle method is more accurate.
